香港特區立法會於九八年九月九日正式通過將每年農曆四月初八佛誕日列為公眾假期。香港佛教聯合會為慶祝一九九九年五月二十二日首個佛誕日公眾假期，獲中國政府批准，迎請國寶佛牙舍利蒞港供奉於紅磡香港體育館讓香港市民瞻禮，此外並發行特別紀念封一對以示紀念。未蓋銷的紀念封於五月二十二日上午九時至下午四時，在香港郵政總局及九龍尖沙咀郵局特別櫃位發售。普通紀念封售價每對港幣十五元。每人每次最多限購五對，售完即止。

　　為慶祝此項盛會，郵政局將於五月二十二日推出特別郵戳，於26間集郵郵局設即時蓋銷服務。

　　已蓋銷的紀念封可於五月二十二日下午二時至七時及五月二十三日至二十七日上午十時至下午七時在紅磡香港體育館佛牙舍利瞻禮大會場外圖片展覽廳側的「紀念封與紀念印章服務部」選購。已蓋銷普通紀念封每對售價為港幣三十五元，嘉賓金封每對港幣一百元。每人每次最多限購五對普通紀念封及一對金封，售完即止。

　　The Hong Kong Special Administrative Region has declared the Buddha's Birthday which falls on the 22^nd of May this year to be a public holiday. To celebrate the grand event, The Hong Kong Buddhist Association has sought special permission from the People’s Republic of China to invite the Sakyamuni Buddha’s Tooth Relic, which is classified as super-national treasure, to be admired and worshipped by the Buddhists in Hong Kong at the Hung Hom Hong Kong Coliseum. To commemorate this very special occasion, Souvenir Covers were produced for the celebration.

　　A set of two blank covers will be put on sale at the Hong Kong General Post Office and Tsim Sha Tsui Post Office at of HK$15 per set during 9 a.m. to 4 p.m. on 22nd May, 1999. A restriction of 5 sets of blank covers per customer queuing will be imposed.

　　On 22 May, 1999 the Hong Kong Post will issue a special postmark to commemorate the Buddha's Birthday as a public holiday and hand-pack service will be provided on the same day at 26 philatelic offices.

　　Serviced covers will be put on sale on 22 May, 99 (2:00 p.m. to 7:00 p.m.) and 23-27 May, 99 (10:00 a.m. to 7:00 p.m.) at the Hong Kong Coliseum, "Souvenir Cover Service Counter". The serviced covers will be available at a cost of HK$35/set of ordinary souvenir cover, HK$100/set of VIP souvenir cover. A restriction of 5 sets of serviced ordinary cover and one set of VIP serviced covers per customer queuing will be imposed.
